The DEPE conducts three types of operation: collective scientific assessment, advanced studies and foresight, mostly at the request of public authorities (ministries, national agencies, etc.). 3 to 5 collective scientific expertise, study and prospective projects are coordinated on a permanent basis.

The DEPE applies the Charte Nationale de l'Expertise (National Charter for Expertise), and its processes are traceable. For each operation, it assembles a scientific committee of around twenty experts, both internal and external to INRAE, who work over a period of 18 to 24 months. The experts called upon for expert appraisal operations belong to public higher education and research establishments. Prospective projects also involve experts from the socio-economic world. Some operations are conducted in partnership with other public research establishments (e.g. IFREMER, CNRS).

The sponsors and partners of expertise, advanced study and foresight are brought together in a monitoring committee, which ensures that each stage of the project runs smoothly, in line with the established research agreement. A stakeholder consultative committee is set up for each appraisal or study operation, enabling the parties involved to be consulted (1) at the start of the project on the scope of the referral, the questions posed by the sponsors, and their handling by the group of experts, (2) at the end of the project on the results obtained and the lessons to be learned.
